i have the below problem..i have ValidateRequest ="false", so why am i still getting this problem?

    i have the below problem..i have ValidateRequest ="false", so why am i still getting this problem?

    This is the cause of your error  "FormatException: Invalid character in a Base-64 string.] System.Convert.FromBase64String(String s) ". Are doing a convert, or is your OS 64bit?
